North of the airport on the northshore of Anguilla, the snorkeling at Shoal Bay Beach is popular with beginners. The best snorkeling at Shoal Bay Beach is to the left side, which is where you will find large coral heads in water about 10 feet deep. The main snorkeling reef in Shoal Bay can be found about 100m east of Shoal Bay Villas heading towards the point. There are actually two reefs offshore with one much larger than the other. The dive site is located 3.4 miles north-northwest of The Valley. If you’re feeling adventurous, some of the best snorkeling is located around the point in Upper Shoal Bay.
To reach the snorkeling on Anguilla, you will need to fly into St Maarten and then take a small connecting plane to Anguilla via Anguilla Air Services. If small plane bother you, there is a regular ferry between the islands from Marigot ferry port on St Maarten to Blowing Point Ferry Terminal on Anguilla. In either case, there is a $20 USD departure tax per person. In case you are just interested in snorkeling off Anguilla, but don’t necessarily need to stay on island, there are several snorkeling tour companies on St Maarten that run multi-island snorkel boat charter tours over to Anguilla, such as Capatin Alan’s Boat Charter and EcoSnorkeling.

Overall, Shoal Bay Beach is the 1st most popular snorkel dive spot of all 10 snorkeling dives in Anguilla.
